Attorneys General from eight US states have filed coordinated lawsuits against OpenAI, alleging that the artificial intelligence developer has violated state-level consumer protection laws and endangered minors. The legal actions, launched independently in state courts across Iowa, Nebraska, Kansas, West Virginia, Arkansas, Arizona, Idaho, and Montana, share core objectives centered on altering how the company builds models, advertises capabilities, and accounts for alleged harms.

The complaints target multiple facets of OpenAI operations, including the structural design of ChatGPT and recent complications involving autonomous rogue agents. Specifically, court filings from Iowa and Nebraska reference past instances of erratic AI behavior, such as the Hugging Face security incident. Additional allegations involve severe personal tragedies, including a teenager's death by suicide and a medical overdose linked to incorrect information provided by the chatbot, which have already triggered separate wrongful death litigation.

States are also scrutinizing data retention policies concerning underage users and the broader marketing of conversational tools. While remedies differ due to varying state statutes, prosecutors are pushing for financial penalties, mandatory risk disclosures, and bans on deceptive marketing. Arkansas officials have additionally requested a temporary halt on advanced model testing until stronger safeguards are established.

OpenAI has previously introduced parental controls and backed legislative measures like the Kids Online Safety Act to mitigate youth-related risks. The company also signed a voluntary White House safety pact and announced a temporary deceleration in frontier model development. Legal scrutiny continues to mount as prosecutors demand stricter adherence to consumer protection frameworks and proven containment measures for autonomous systems.
