Oregon City Declares Emergency Over Data Center Permitting Freeze

The municipal government of Umatilla, Oregon, has formally declared a state of emergency following statewide regulatory actions that threaten approximately $6 million in anticipated local revenue. City officials warned that a directive from Governor Tina Kotek to suspend environmental permitting for new data centers could derail essential public works, localized employment opportunities, and billions in private sector investment.

While municipal reserves remain robust and current operations are unaffected, city projections heavily rely on incoming funds from data center expansions. Among the developments facing potential delays is a proposed new police station, alongside critical upgrades to municipal water infrastructure. City manager Dave Stockdale noted that the interrupted financial pipeline forces a drastic rescheduling of long-term civic improvements already baked into municipal plans.

Umatilla currently supports four operational data centers, with another under construction and two awaiting finalization, counting major industry players like Amazon Web Services and Sabey Data Centers among its corporate footprint. Local estimates indicate that the statewide permitting pause risks more than $5 billion in prospective private investments and could jeopardize upwards of 1,000 construction jobs alongside permanent positions in supporting industries.

Governor Kotek instructed environmental regulators in October to halt new pollution permits for data facilities until July 2027, following earlier halts on state-owned land transactions. Umatilla's newly approved emergency resolution authorizes a comprehensive economic assessment of the projected losses and formally petitions the governor to reconsider the restrictions, aiming to protect the community's broader financial trajectory before delays stretch past the two-year mark.
